Man City Face Huge Sanctions After 114 Guilty Verdicts

Manchester City have reportedly been found guilty of 114 of the 115 Premier League charges brought against them, potentially opening the door to one of the most consequential sporting punishments in English football history.

According to The Athletic's David Ornstein, an independent commission has found City guilty on all but one of the charges relating to alleged breaches of the Premier League's financial regulations. However, the commission's full written decision has not yet been published, sanctions have not been determined and City are expected to appeal.

That leaves one enormous question hanging over English football:

What punishment could Manchester City actually face?

The Premier League's disciplinary rules give an independent commission an unusually wide range of options.

Points deduction

A huge points deduction is one of the most obvious possibilities.

There is no fixed punishment for a case of this scale, meaning the commission is not bound to a particular number of points. Previous financial cases have resulted in deductions of six points for Everton and four for Nottingham Forest, but City's case is vastly broader.

A sufficiently large deduction could potentially push City towards relegation.

Suspension from the Premier League

The commission can also suspend a club from playing league matches.

That would go far beyond a normal points deduction and could create an extraordinary situation involving City's participation in the competition.

Expulsion

Perhaps the most explosive possibility is expulsion from the Premier League.

The commission can recommend that the Premier League board expel a club. It is therefore a sanction that exists within the disciplinary framework, although that does not mean City will be expelled.

Titles could potentially be affected

This is where the case could become truly historic.

The commission has the power to impose points deductions relating to previous seasons. If such a sanction were applied retrospectively, it could potentially alter historical league tables and therefore affect the titles City won during the period covered by the charges.

That does not mean City's trophies have been stripped. No such decision has been made.

But retrospective sporting sanctions are among the possibilities that make the reported verdict so significant.

Player registration restrictions

The commission can also cancel or refuse player registrations.

In practical terms, that could create restrictions on City's ability to register players, depending on the eventual order.

Financial punishment

A major fine is another possibility, potentially alongside sporting sanctions rather than instead of them.

The commission can also order City to pay the costs of the proceedings.

Compensation to other clubs

Another potentially explosive consequence is compensation.

The rules allow the commission to order compensation. If other clubs establish that they suffered financial or sporting consequences connected to City's breaches, the question of whether compensation could be awarded could become another major part of the fallout.

And there is a catch-all power

The commission can also make “such other order as it thinks fit”, giving it considerable flexibility when determining an appropriate sanction.

That is why predicting City's punishment right now would be premature.

The Premier League does not currently have a fixed sanctions grid that automatically dictates the punishment for a particular number of financial breaches. The eventual sanction could therefore depend heavily on the commission's reasoning, the seriousness of the individual findings and how it treats the breaches collectively.

And City are not accepting the reported outcome quietly.

The club maintains that the process remains ongoing, with significant elements still to be completed under confidentiality, and says its position remains consistent with its long-standing denial of wrongdoing.

City are expected to appeal.

So while 114 guilty findings would represent an extraordinary development, the story is nowhere near its final chapter.

The next questions could be even bigger:

Will City lose points? Could historical league positions be altered? Could titles be affected? Could compensation claims follow? Could player-registration restrictions be imposed? And, at the extreme end of the disciplinary scale, could Manchester City actually be forced out of the Premier League?

For now, none of those outcomes has been decided.

But the reported 114-1 verdict has put every one of those possibilities firmly into the conversation.
