Manchester City’s future in the Premier League has been thrown into fresh uncertainty after football journalist David Ornstein warned that the club could face an extraordinarily severe punishment if its guilty verdict over financial-rule breaches ultimately stands.
Speaking about the potential consequences, Ornstein suggested that he could not see how Manchester City would necessarily remain in the Premier League if the independent commission ultimately imposes the harshest possible sanctions.
“I can't see how Manchester City can continue in the Premier League. Logic points to the independent committee imposing extremely harsh sanctions, although this is just speculation.”
The comments come after an independent commission found Manchester City guilty of serious breaches of Premier League financial regulations covering the period between 2009/10 and 2017/18. The commission found that the club had used what it described as “sham” commercial arrangements and misstated accounts, with the schemes artificially inflating revenues and reducing costs by more than £900 million.
However, Manchester City continue to deny wrongdoing. The club lodged an appeal against the commission's findings on October 1, arguing that the decision contains material errors of law, principle and fact. The appeal will be heard privately by an independent three-member Appeal Board.
What could Manchester City face?
The eventual punishment has not yet been determined. The Premier League has confirmed that sanctions will be dealt with in a separate hearing, with the commission possessing broad powers that include fines, points deductions and other sporting sanctions.
Expulsion from the Premier League is among the potential outcomes being discussed publicly, although it would represent the most dramatic possible consequence. The Associated Press has also reported that the range of potential sanctions could extend from financial penalties and points deductions to expulsion from the competition.
Ornstein's warning goes beyond relegation or a points deduction. He suggested that potential consequences could include massive financial penalties, compensation claims from clubs and players, transfer restrictions and sanctions against senior executives or even the ownership structure.
Such compensation claims could become particularly significant if clubs or individuals argue that Manchester City's alleged breaches deprived them of titles, European qualification, prize money or contractual bonuses.
A case with consequences beyond Manchester City
The scale of the case means the eventual punishment could have implications across English football.
The Premier League itself has described the disciplinary proceedings as the most significant in its history, while stressing that the sanction stage remains outstanding.
There is also potential fallout beyond the Premier League. The Football Association has said it will monitor developments and consider action where appropriate, while UEFA is also closely monitoring the situation.
For now, however, Manchester City remain a Premier League club and are continuing to compete while the appeal process unfolds. Expulsion has not been ordered, and no final sanction has yet been announced.
